The rail is the barrel nut... but yeah it does come with those shims to time it.

Call me crazy, but I've tried multiple rails (some of which include KMR, KMR Alpha, SLR various types) - I still love my 3-4yr old Noveske NSRs. I got bored and wanted to replace them. They're still here. 1.48" OD cannot be beat. Crazy solid mount. With the Vertex Ops aluminum 1.3oz barrel nuts, they're also still lighter than most of these newer rails...
It's 2016 and rails still don't have anti-rotational features.

It's a very standard format free float rail at a good price point. I'd trust the competence of the guys at SKD to ensure good quality - they're good people. Overall I'm disappointed there is a rear QD point but no forward QD point.
Most of those "anti-rotation" tabs simply reduce the amount of rotation when an improperly designed or installed handguard gets loose.
Sure the barrel nut can sometimes be a bit difficult to time with this style handguard, but once the screws are installed with a drop of locktite they are about as bomb proof as possible.
