Rand would make a good POTUS. The problem is he will never be nominated. Two reasons why:
1. He has great ideas, but he just can't sell them. I'd tend to think many if not most centrists and conservatives would agree with his policies. The problem is, as we saw in 2016, is he just can't sell them. Rand always comes off as angry. You want to agree with him that "Government sucks!" but you find yourself wondering "what is the bushy headed guy so angry about?" He's not a politician in the fact he has no way of sugar coating what he's saying. I could completely get behind his positions, but he has to be able to sell them to the American public at large.
2. The "establishment" is going to oppose him if he runs again in 2024. Facing facts here, 2024 is going to be a crazy primary season regardless of what happens this November. Rand is so opposed to many of the things "mainstream" Republicans support which can cause him problems because, again, he can't sell why such-and-such isn't a good idea and we should be opposed to it.
I like Rand, but I think he needs to stay right where he's at in the Senate where he can influence more than as a POTUS..
