I am thinking of installing a longer free float rail that would cover my gas block. I am thinking of shaving the gas block while it is still on the barrel, without removing it. Could there be any issues with doing it that way?

The only reason I ever do this is because of a perm. mounted long flash hider. Like on a 14.5" or 14.7" barrel. On a .750" gas block seat barrel it's hard to get it really small but easy enough to fit under a Troy rail.
Why not just take it off? It goes a lot easier.
I don't have all the tools/ too comfortable with removing FH and gas block. So I figured it would be simpler for me to do it in place.
I did mine in place and did the Troy rail. If you do that, use duct tape and tape off the barrel. I used at least 3-5 layers. Used a hack saw and a hand file, then plumbers tape. Used cold blue then Aluma-Hyde II. When I get caught up, I plan to do a DD 12" on it, so I will have to take it off then.

I did mine in place to fit under a Troy rail. Used a rotary cutting wheel and a bench grinder. Finished it off with some black high temp spray paint.
It can be done, I've seen some good jobs and some poor jobs. You will have better control of the gas block on a grinder/sanding wheel if you remove it from the barrel so you don't have to worry about damaging the barrel by accidently hitting the grinder. On the other hand mounted on the barrel will give you a nice handle to hold it with. Just remember, the gas block will get real hot so have a water cup close by.
Its straight forward and easy to do. As already commented, tape off around the area you are cutting to protect the barrel when you slip. If you are going over the gas block with a rail, it doesn't have to look pretty as its not going to be seen. You don't get higher points for having a sexy slim covered gasblock, its only important that it works. :)
Chop it down, clean it up with a dremel or other grinder, coat it, and install the rail.
This is very much a do it yourself project that just about anyone should be able to handle.
