Just pay a grand for each one you wish to personally use and be done with it. Going through the hassle to make ONE suppressor is just foolish. It's like saying you want to acquire GM from the government because you want a new truck.

Doesn't seem like a lot of trouble if I make one that works. Having access to materials and machines makes it cost effective too.
Any schmoe can make one that works. The key is in making one that works well. This involves research, physics, engineering, testing, and many, many prototypes. Walking into it thinking all you need is access to a machine shop and raw materials is naive to say the least.
Spending $800 to $1200 on a known-good, proven suppressor will be much more cost-effective in the end.
And to make one LEGALLY. The cost benefit of getting the PROPER licensing to make one would probably exceed the cost of just purchasing one and paying the tax stamp because you either have to dish out a lot up front (you'd be smart to hire a lawyer who is familiar with the process) or you pay the ATF after through fines, trials (there's that lawyer again), jail time, and the loss of your legal right to own a firearm. That said. I still agree with erik_. But, if you are a machinist and want to play, It should only cost you $200 and some waiting
ETA- Remember to submit the Form and payment, and wait for the approved form to be returned BEFORE manufacturing any portion of your silencer. :)
the primary goal is to slow down the gasses to subsonic velocity before they are released into the atmosphere. killing the flash is the number one goal of a silencer, kill that and further expansion of gas reduces substantially. Silencers absorb heat energy which further reduces expansion and use baffling which is intended to impart maximum turbulence and the longest possible flow path to the gas during it's violent passage through the silencer.
So the short answer: baffles with apertures through which the bullet passes, but which restrict air flow to varying degrees based on design.
Dark matter from a black hole is what they put inside silencers to make it silence. :D
