Make a Trust. I highly doubt the DPD chief will sign. The county Sheriff won't sign either.

Like the others have said, you're not getting a CLEO sign-off in North Texas. You should have no trouble finding a lawyer in DFW willing to draw up a trust for you. On the other hand, thousands of people have used Quicken Willmaker to turn one out - this is cheap and very easy. While there are doomsayer internet experts everywhere, Willmaker seems to work just as good as paying a lawyer for an overwhelming majority of people.
My trust was set up using Quicken and it has been used several times w/o issues. YMMV.

With that said do a trust or an LLC and move along.
Can the CLEO be a State Trooper Sarge in the area? or can it be his LT? My brother-in-law is the DPS Sarge over my jurisdiction.
What county are you in? Denton, Rockwall and Kaufman county Sheriffs are supposed to be pretty good about signing, but things vary election to election. Dallas and Collin County Sheriff, and DPD no chance at all.
