Because only people in a few commi states need it. That's the real answer. I hope you and others are putting as much effort in trying to change your state's laws as you are trying to adapt to them. Good luck.
Don't underestimate those few commi states demand for guns as close to the actual thing as possible, however. California alone is huge, and their is an entire industry focused around making guns CA compliant. The bullet button springs to mind, as does this device, the Monster Man Grip: http://www.monstermangrip.com/Home_Page.php If that thing can sell, I am sure a useful stock design that works in all ban states could as well.

I assure you, those of use behind enemy lines will take anything we can get and there is for sure a large enough market for it that someone could make money off of a well designed stock like the one proposed.

Ideally, we try to get around the laws as much as we try to change them, but you know California is... it's far easier to exploit loopholes then try to get things changed for the better in this state.

At least I think it should work. They've been sitting in my 'Wish List' for a year or so now in case I decided to go this route. Fortunately an A1 stock is working great for me.

    I like the ideas here.
One thing I don't get is what are the laws against telescoping stocks supposed to prevent? The 10 round mag laws I can see their reasoning but I don't see if with the stock since having it all the one in isn't really all that much more concealable than having it all the way out?

It's California. Logic was banned a long time ago, for the general good of the public, who cannot handle thinking for themselves, obviously.

Well that makes perfect sense. Eventually there will be a law against logic.

In NY there's no telescoping or folding stocks becuase apparently someone convinced legislators that having such would allow people to take a great big 5' long rifle and shrink it down to pocket sized so that it could be super easily concealed when heading out on that murder spree.

They never did bother considering how the 16"bbl and 26" OAL already prevent that.

You can't rationalize the irrational. Besides, we all know gun laws stop crime.

This is what I did in my search for the perfect fixed stock. RRA entry length stock + 1" buttstock extender. The entry length stock alone is 7.5", 8.5" with buttstock extender and if you add an extended buttpad on top of that you could go up to ~9.5", this is close to the flexibility the OP is looking for. I like this setup and have also tried a pinned MOE stock and Sully stock.
