It sounds like you found your 5.56 (or near) pressure load. Keep us posted as you get a lot more down the pipe. A chronograph reading, along with barrel length, chamber, etc., would be interesting as well.

I have been useing a 25.8 gr load since just after tac came to the market.

    LC brass
    25.8 gr Tac
    wolf 5.56 srm primer
    2.2 oal

    Velocity out of a 16 inch barrel = 2900 / 2950fps
    1.25 to 1.5 inch groups at 100 / 10 shot

Some days it will do better groups, but the above is average out of several Ar's.

This was my result (I didn't bother to get exact measurements), from 25 rounds of this load:

    PMC brass
    25.0gr IMR 4064
    55gr Hornady V-Max
    CCI 400 primer
    16" (1/9 twist) AR wearing an 4x32 ACOG TA01NSN
NO wind at all at 100 yards.

I love 4064... it's beautiful powder.... How are you metering it for .223?

I did that load before I got my powder measure & used the small scoop that came with my Lee .223 dies to get it close & then trickled the rest directly into the cupped funnel that was sitting on the digital scale
