Cop on the right in the video was returning fire with one hand for no good reason. I've heard that happens but I've never actually seen footage of it before.
I know this probably won't come through clearly in a post, but...
There are times where one handed shooting is necessary...ie. very close range where diagonal movement TOWARD and to the threat's flank is necessary.
Since the officer went diagonal and AWAY, it can go either way...depending on his training. It seems he made good hits, so good for him on getting the job done.
Just remember, there's never ONE way to do any particular thing.
Possible malfunction of gunman's firearm? Slide appears to be back slightly.

How about you get complete information before making jackassery type comments?
My sources tell me that almost all of the people "shot" were hit with concrete debris or frag from the bullets.
You ever been on a range with steel targets and catch a piece of jacket? Then you too have been "shot".

I have nothing against LEOs as a whole. Some of my very good friends are in law enforcement. But please don't tell me that you think 9 injured civilians is an acceptable outcome given the circumstances, and there is nothing they could have done to improve their hit % and minimize collateral damage.
Be honest. Do you think officer #2, drawing and firing one handed only, has done much shooting outside his annual qual?
Commissioner Kelly reported that at least 3 of the 9 are still hospitalized as of today. That does not result from ricochet.

To clarify right now before this becomes an emotion-driven argument that I have no interest in taking part in -
Did the officers do the best they could have in the circumstances? Yes. Could those circumstances have been improved with more training? Probably. Are they bad officers for hitting bystanders? No. Could it have been avoided? Possibly. At the very least, NYPD should take a hard look at their firearms training and annual qualification standards and see if this could have ended differently with revised protocol.
