Isn't Hornady steel case Zinc coated? I would have thought Zinc to have less friction than brass and therefore feed better.

I think that it's the change in spring tension/speed during the transition of followers inside the mag. I have puns that the more I use them the smoother they get. I don't think I would bet my life on them at this point.
