Can anyone tell me if this is available to the civilian market? Who's selling them?

I think the answer is right there on the top of the page:

"Insight Technology, Inc. is an industry leader in specialized Imaging Products for the US Military and Federal Law Enforcement agencies."

ITI has recently started to allow the private purchase of PEQ's by individual officers at the state and local level. I think that might have more to do with having a large stock of PEQ's on hand that are not selling since the advent of the ATPIAL. Im sure its not because of any desire to have cutting edge military technology in the hands of folks who could abuse the privlidge and facilitate them ending up in the hands of folks who would do us harm.

That being said, if you have a legitimate need for something of this nature there is always a way to get it.
