If you're looking for mobility and effectiveness as a breacher, it's hard to beat a Mossberg 500 with a pistol grip and a standoff. Super cheap as well, which could appeal to your program's budget.

We use the above mentioned 500 w/ pistol grip. The 18" version with a toothed muzzle standoff , just because it holds more rounds. Couple other things:

-Your breacher shouldn't be using the shotgun for anything other than breaching the entry...no use for it inside unless theres more hinges or locked doors that require breaching. Think of it like a ram or hooly...once the door is open the tool is just in the way

-A 12" barrel pump action might not hold enough rounds to properly do the job without reloading a few times (which takes awhile) and the clock is ticking once the first round goes off (maybe even before)

There are a few 16" hybrid Mossberg breaching guns in the wild. 5+1 and mostly in use within a small section of DOD, about 1,150. I'm working on having them on display at SHOT, will see if it happens.
