The 416-SD and the M4-2000, as of this moment, are the same. As the major HK customers request changes, the 416-SD may diverge. The ratings are different because the 416-SD sound rating was tested on a 10 inch 416, and the M4-2000 rating was tested on an M4 (all M4s are 14.5 inch barrels).
The M4-1000 has an Inconel blast baffle. It was always fully welded, but used plug welds for the baffles. Now those have been replaced with circumferential welds like the M4-2000.
So how does the M4-2000/416-SD differ from the M4-1000? In a few ways.
1. A different length and weight.
2. M4-2000 has Inconel on all baffles, not just the blast baffle. Also has an Inconel end cap.
3. Different finish.
4. Lever ratchet mount on M4-2000.
5. M4-2000 has different baffles and they are quieter.
6. EDM bore.
7. BLACKOUT flash hider guaranteed to come with M4-2000/416-SD.

36 dB is not a misprint. We tested it more than once and never got less than 36 dB. It was usually like 36.6. These cans really had a big leap in performance in 2008.
