Do regular weaver type rings work on the flat top or do you have to have either picatanny rings or a riser?

Picatinny works best on Picatinny but Weaver will fit Picatinny. Picatinny however will not fit on Weaver.

Understand I'm not new to ARs, just been away from them for a long time. When they developed the flat top, why didn't they just use the weaver base profile to keep it simple since everything is already geared to the Weaver?
