M855 was designed for use against body-armored Ivans at fairly long range, hence the steel insert. At short range against un-armored hadjis (or home-invading bubbas,) they tend to go through without fragmenting. This is why the US military has been adopting new ammo, like the Mk318 for the USMC and the M855A1 for the Army. I was lucky enought to buy a bunch of TAP for a decent price (and definitely think a couple of boxes, even at retail price, is worth it,) but my backup stash is all XM193.
