You're missing the greater point here. Their responsibility is to answer questions in regard to ETA or hold-ups. That's what you do when you set up shop to sell products to people, specifically after you take a consumer's money.
Questions of how to get money back have been answered prior to you defending the honor (read: sarcasm) of RRO. I still question your purpose here. Making life easier for RRO is really of no consequence to the people who've been taken advantage of.
I would only want to see one post from RRO at this point:
"Sorry. We effed up royally. We're going to refund the payments that were submitted to us at our loss. The cost of doing business poorly - RRO."
