So... Maybe not. You can always get a 45* offset rail section and mount a magnified optic like that. The main problem is that when you shoot longer ranges, you'll often use support of some kind, which is easier if the weapon is straight up and down. Also, canting the weapon even slightly has much more of an effect at longer ranges than shorter ranges. And finally, scopes tend to be heavier and larger, so they benefit being on actual rail surface more than a small t1.
So get a rmr on top of a 6x acog. Or get a 1-8x variable scope. Or get a flip magnifier for an exps 3-0 or a 2 moa dot. Or get good larue or adm mounts and switch out optics.
Or get a 3x acog as a compromise and use it for close range and distance. I can shoot 7 yd drills with my ta33 almost as fast as I can with a t1.
But why add weight, expense, and cost for 1% of the time?
That is exactly why I am heavily invested in Aimpoint Micros, and basically nothing else anymore.
Full disclosure: I'm the editor of Calibre Magazine, which is Canada's gun magazine. In the past I've done consulting work for different manufacturers and OEM suppliers, but not currently. M4C's disclosure policy doesn't seem to cover me but we do have advertisers, although I don't handle that side of things and in general I do not know who is paying us at any given time.
