This is news to me. I was told that as soon as the paperwork is approved your receiver is SBR'd and as such cannot leave your possession and even though you haven't yet received your physical stamp it is indeed already SBR'd. Personally, I will err on the side of safe and send the lower off at the same time as paperwork and there will be no issues either way.
