    It's now been 5 weeks since Ident Received my lower.. their site says 4-5 weeks.. over the phone they quoted 2-3 week or better. In fact the gal on the phone said "I'd rather tell you later and have it show up sooner, so I'm going to say 3 weeks, but between you and I, you'll have it before then"

    5 weeks today, and haven't heard peep.

    I'm only doing NFAinvestments engraving from now on.. SAME or next day turn-around.

    I completely understand where you are coming from. For me the only problem I have with the time is that I don't have the lower in my hands.

    I have no concern about a 4 week turnaround time. The NFA paperwork takes 6 months anyway.

    No way I would wait that long. There are way too many machine shops out there than can knock it out in a few minutes. Had mine done by a local machine shop who'd never done one before. Took him 10min or so to get it all set up and even less time to engrave it. Cost me $20. Degreased it and hit it with some Alumablack and now it looks factory done.

    Don't be afraid to ask around at some of the local CNC shops. No need to get all into discussions of NFA and such....just let them know you want your info engraved for insurance purposes.

    You don't have to be a manufacturer, but you do have to be a dealer (FFL). As I read ATF Rule 2009-1 (ICBW) an engraver needs the FFL to do the work whether you are present or not. A non-SOT FFL can do the engraving on a Title II firearm if you are present.

    ATF Rule 2009-1

    Held further, any person who engages in an activity or process that primarily adds to or changes a firearm's appearance by engraving the external surface of the firearm does not need to be licensed as a manufacturer under the Gun Control Act.

    Held further, any person who is licensed as a dealer, which includes a gunsmith, and who camouflages or engraves firearms as described in this ruling does not need to be licensed as a manufacturer under the Gun Control Act.

    Held further, any person who is engaged in the business of camouflaging or engraving firearms as described in this ruling must be licensed as a dealer, which includes a gunsmith, under the Gun Control Act.
    Firearms engravers like Orion or Ident are 07/02 FFL/SOT. They have to have the SOT to engrave Title II firearms like an SBR.


    ETA: Perhaps ATF Rule 2009-1 has been superseded by a more recent ruling and I'm not aware of it.

    This only applies if you are sending them your lower or leaving it with them since they would then be in possession. Those shops you mentioned stay swamped with probably 99% out of state work. They also keep a backlog deep enough that they need to take possession to get your lower in the line to be engraved. That's why I said find a local shop and have them so it while you're their. They aren't making repairs or doing anything function related so they don't even need a Gunsmithing FFL.

    Well, as stated, the ruling seems pretty clear. Sounds like it not possessing the firearm, it's "engaged in the business" of engraving it.

    Held further, any person who is engaged in the business of camouflaging or engraving firearms as described in this ruling must be licensed as a dealer, which includes a gunsmith, under the Gun Control Act.


    Also, from the ATF FAQ

    Q: Is a license needed to engage in the business of engraving, customizing, refinishing or repairing firearms?

    Yes. A person conducting such activities as a business is considered to be a gunsmith within the definition of a dealer.
