Yes the 2K can include rails and accessories.

This could be complete rifles or builds from parts.
    I paint spaceship parts.

    What accessories?

You said it doesn't include optics, but optics are an accessory in my vocabulary

    Optics
    Slings
    Rails
    Furniture
    Lights
    Triggers

    What counts towards the budget?

I thought you said you were interested in the rifle only?

I guess I'd just get my Colt LE6920, exactly as it sits. I'd buy it somewhere with a better price to save some on the rifle itself, count the sale of some of the stock parts that I wouldn't need after replacing them, and be right at $2k not counting the scope/mount

    Colt LE6920: ~$1,180
    Trijicon Accupoint TR24G: $760
    LaRue SPR-E LT-139: $230
    LaRue Cattail for TR24: $80
    Troy Rear Folding Battlesight: $90
    Surefire X300 Ultra: $215
BattleComp 2400 FSB light mount: $80
    Geissle SSA trigger: $200
Magpul MOE+ grip and trigger guard: $30
Centurion C4 carbine cutout rail: $275
    Magpul stubby VFG: $20
    LaRue index clips: $30
    Magpul ACS-L stock: $95
Vickers Combat Application Sling (VCAS), padded, Coyote, Al: $75
    Daniel Defense QD endplate: $50
    BCM/Vltor gunfighter CH Mod 4: $35

Ok lets say you have $2K toward the rifle of your choice, you can either purchase a factory rifle and if budget allows upgrade it, or you can start from scratch. Lets also say optics, ammo, mags, and training are free so dont include them in your budget.

Example A: I would buy a brand X rifle and add this trigger, sights, grip, stock, etc.

Example B: I would start with this lower, this lpk, this upper, barrel, rail, etc.

    Korgs130 got it right.

I would buy another SR-15, or I would buy comparable components, to try and make another SR-15.

I'm making my own point, and that is I have never spent $2000 on a rifle minus the accessories. However, people will spend that and more if it's a collectible item, and for some, price is no option. For me personally, I have never found a rifle in basic form plus upgrades that gets to the $2000 level. With accessories (optics, etc.) I have certainly spent more than that.

I would also get a couple of 6920's as someone has already mentioned. (To bad he said ar15 type rifles. I would spend the money on a FAL otherwise).
