Honestly, I'd choose one or the other. If you're going to Krylon it, just re-do it everytime it gets worn out. No real need for a base coat.
BUT if you have the cash Cerakote is pretty stellar stuff.

That thing is a POS, Sell it to ME! I like it as is too but sounds like you found a guy locally to hook you up. I've wanted one of those uppers for quite a while but can never seem to find one in stock. I bought a 22/45 with the threaded end and it works but your upper is what I really wanted, especially with the lower rail.
