I have already shot the gun a bit with no issues other than throwing the brass at about 1 o'clock, which makes finding it suck. I am just OCD about noises I can't quite figure out....this goes for more than just my guns

I just checked my rifle and it makes the same noise, I think.

When I point the muzzle down I hear a sliding noise forward, and the same when I point the muzzle up. I am pretty sure mine is the buffer.

It is a H buffer, and BCM BCG.

But really though, that doesn't sound right at all - maybe your carrier is loose in your receiver somehow? Like maybe the RE isn't threaded on enough?
If it wasn't screwed on far enough the retainer would probable pop out and the buffer would shoot out when pulling the upper off(usually) unless something is out of spec.
I just checked mine and the buffer weights do make a minute amount of noise, but can't feel the movement.
Isn't that the model with quick change barrel? Is it possible the barrel is slightly loose?

It does have the quick change barrel...it is very tight. It feels like it is near the bolt in the BCG but most likely is energy from the weights in the buffer.

No slings or loose optics or anything else to blame correct

Take upper off of lower and make sure rear of BCG is even with the rear face if the upper, make sure the buffer is resting on retainer on lower, hold the BCG flush with rear of receiver and tilt forward to see if you still hear it. Then tilt lower and see if you still hear it
That should narrow down which half it's coming from for sure

I also have occasional bouts of CDO. it's a lot like OCD, just the letters are in the correct order.
