Uh... to move the group UP you move the front sight DOWN.

Situation simple; you have a non-F front sight housing, matched to a flat-top receiver. (Barrel brand is, at the moment, irrelevant.)
Your choice; new front post. That will solve you POA/POI problem, but you'll be left with a front post that is as high, or higher than, the protective wings on the sight housing. Good luck with that, in the long run it will snag on something, get damaged, bent, etc.
Second choice; replace FS housing with new, F-marked one. This will permit using a standard front sight, protected by the fsb ears. You will be at the mercy of the dimensional variances of the barrel and new front sight base makers, and crossing your fingers that the taper pin holes will line up and produce a top dead center installation. Also, you risk gas leaks, if the dimensions are such to permit gas blow-by.
Third choice; Replace the barrel, with one already possessing an F-marked front sight base.
Fourth choice; Say the heck with it, put a red-dot optic on it, ignore the iron sights, and shoot until the barrel is toast, and go back to choice #3.
Fifth choice; build another rifle. use an A1 or A2 upper, and install the present barrel in it. Then your non-F problem is solved, and you can install a barrel with an F-marked fsb in the flat-top.
