Why would you want to load a bullet that is the same weight but less efficient in flight, and designed for a pistol?
What are you trying to accomplish that can't be done much better with an existing round?
.300blk at least has a very specific purpose: feed and fire in an Ar15 with only a barrel change, be a suppressed very well, and switch from subsonic to supersonic with changes tot he gun.

.400 Whelen is a .411 on a 30-06 case. The shoulder has to be blown out .010-015" to headspace properly. In a .308 the shorter case might actually work better for this.
