Yes, but it will have crimped primer pockets. It is 9mm NATO brass.
I tried reloading a few of them and had no issues seating a new primer. If they're crimped, shouldn't I NOT be able to do this?

Sometimes they squeeze right in, other times they crush first. I get some WCC brass occasionally when scrounging range brass and I just sort them out and give them to a buddy who's more ambitious than I am. Out of 10 maybe 2-5 would REQUIRE the crimp removed, the others would snap in. Either way, I sort them out and donate them to the more dedicated. They are quality brass if you want to screw with them.

Ok. So I've concluded that I'm either the luckiest guy ever, or these WCC cases have been reloaded before. There about 30 of them and they all have accepted new primers with ease.

Post a pic of the primer pocket.
it's a non issue. If they load, load them. If they don't, swage or ream.
Or, toss em. I've got a 5 gal bucket of pistol brass, so they aren't worth my time.

exactly, I just toss them in a bucket until I get enough to run a batch through the reamer and then load them up.
