    If China starts exporting parts kits (stocks, trigger comments, gas system etc.) local US companies may be able to produce very low cost budget AR-15 rifles by combining them with locally-finished Chinese receivers. At least one other company is producing AR-15 internals. Eastern-Star Precision Industrial Co.,Ltd. is marketing an AR-15 bolt assembly and bolt carrier …

    I bet you will see more and more of this happening as costs continue to rise.

    We are looking into getting 80% or forging blanks from China as well as other parts, as our investor already has manufacturing experience and connections in the region. As long as the quality is good the savings may be worth it.

    The Chinese know what they are doing in manufacturing, it isn't rocket science to make lowers. Look at all of the Apple and Samsung products coming from china, as well as the auto parts.

    I wonder how ITAR will impact this? I find it hard to believe that the BATFE or this administration is going to allow Chinese made stuff to enter the market here. I may be wrong.

    I can't imagine this working with ITAR.

    The point that it's nothing more than a block of aluminum is a very valid one, but the fact that they're already been working on getting 80% lower classified as firearms makes cheap Chinese 80% lowers (that would be blocked if classified as a firearm part) simply another brick in the wall.

    I can see this getting 80% lowers classified as an ITAR restricted part (like a magazine) but not a transferable firearm which would require all of the requisite checks.

    If they are final machined in the US by a FFL class 7 wouldnt they be just considered material, not a firearm?

    The way I understand it, the receiver is classified as "other" until the lower is 80% complete.

    Years ago I built an MP5 receiver from a flat. I was told by the ATF that the receiver is just a piece of metal to them until it was at least 80% complete.

    But, than again, the receiver I made was considered private construction. I'm not sure what the law would be if a licensed manufacturer produced the lower with intent to sale.

    On the original topic, I wouldn't be a big fan of Chinese parts on my personal ARs. JMHO

    Its been my understanding of that there is Chinese made small parts and such being smuggled in already....and their quality isn't that great.
