My understanding is that the only high-cap mags that are legal in Cali are those owned and already in-state before the high-cap ban. To the best of my knowledge, any high-cap mags that do not meet both requirements - with the possible exception of mags owned and used by LEOs - are illegal in Cali.

Yes. BUT, re-build kits are 100% legal. You can order "parts kits" in Kali and its all legit. As long as the kist comes unassembled your ok.

100% of your damaged magazine can be replaced over time. The only requirement is that you use a single part from your old magazine. Spring, follower, floor plate or body.

Elisco tool margs are aluminum. Have the same finish as Parsons or Colt. They just have unmarked floorplates.

Pedantry topic drift alert! Skip this message if such things bother you.

    The correct spellings are:

    Philippines (English)
    Pilipinas (Pilipino-Tagalog)

Filipino (English) - how the word in the topic title should be spelled
    Pilipino (Pilipino-Tagalog)

"Philippino" is a good try (at least it reflects proper spelling of the name of the country), but not quite right.
