    CA (AB1563) shall issue ccw legislation

    CA Assembly Bill 1563 needs support to get out of the CA Assembly's Public Safety Committee.

    CA AB1563 will reform CA's "may issue" CCW issuance system to a "shall issue" CCW issuance system and has provisions to issuing permits to non-residents of CA.

    AB1563 is scheduled for discussion on Tuesday 0900 hrs 04-29-14 (CA State Capitol, Room 126).

    Bill fails (4-2-1)

    During the hearing...
    About 30 people spoke in favor of the legislation and 3 people spoke against the legislation.
    Of the 3 that spoke against it, two are staffers from an anti-gun activist group and one is a LEO (Police Chief for the Emeryville PD).
    Anti-gun activist cited the Zimmerman/Martin shooting and Reeves/Oulson shooting as reasons not to pass it.

    I signed a petition in favor of this.

    I believe it doomed regardless as there is no way Moonbeam will sign it.

    Another Commiefornia resident here. It would never have passed just because none of the leftwing idiots could possibly vote for a bill that is pro-gun even if it is just to clarify the law. I believe the bill was put up to show that CC was taken up by the legislature, but failed. That way a judge cannot say that the legislature needs to fix the CC issue and it closes off that avenue for delay of decision on the San Diego CC appeal by the CDOJ.

    I hope that makes sense.
