Supposed to be able to swap ar uppers. I am smitten! As lots of shooting I do, I would rather not have a pistol grip. It makes the AR uppers more flexible. Hopefully the quality is as it should be and we can buy just complete lowers .

Its possible to build a perfectly serviceable "California featureless" AR-15 out of a regular lower receiver as well by using a non-pistol grip (exile machine hammerhead or a kydex grip wrap) and pinning any regular carbine stock in place. Alternatively, one could use a replacement rifle-style stock (Thordsen Custom FRS-1). The advantages of these choices are pretty obvious; I can legally use detachable magazines and don't have to register my rifle with the state as an "assault weapon" (not that anybody could, at this point). If I ever legally acquired 11+ round magazines in California (somehow), I could legally use those as well. I lose the ability to use vertical foregrips, adjustable stocks, or flash suppressors (but muzzle brakes are ok), but that's nowhere near the inconvenience of being unable to reload my rifle or clear certain malfunctions quickly.
I personally use the hammerhead grip, have no experience with the Thordsen Custom stock, and find that kydex grip wraps makes it harder to maintain control of the weapon because you don't actually have a grip with the firing hand. I had a chance to attend the Haley Strategic carbine course in Sacramento in March; Travis tried holding my rifle with the hammerhead grip for about ten seconds and said that it didn't feel too awkward (so I guess I'm heading in the right direction with my gear choices? heh).
The specific legalities of "featureless" options will obviously vary with state law. All of these options, including the custom lower receiver featured in the OP, are still vulnerable to more changes to "assault weapon" laws. In California last year our lawmakers tried to outlaw basically every semi-auto rifle in existence (including 10-22's), with the effort only failing due to a veto from the governor.

Neat idea and could prove very useful. Would like that on a 18" upper, nice target crown, and a free floated tube.
I mean, hideous. But, I bet they sell it like crazy.
