That article doesn't give much of an explanation as to what happened to have this legislation considered. Anybody know what this is all about?

In sure it has something to do with large parties at people's home every weekend. As a youth, well maybe a bit into my 20's as well my teams always had a hang out. Usually someone's home. We would congregate before games and come back after. Pretty much an all day affair every Sunday. When you think of 18 guys, their girl friends, kids and other associates the size got pretty big and the street was congested.
I'd venture some uptight person felt their property values were being hurt by the incessant partying and got their legislator friend to come up with some idiotic law. Isn't that how it usually works.
Don't open the door. If you decide to open the door, don't answer any questions, and don't consent to a search. Problem solved.
According to the article, it would fall to the Dept. of Code Compliance which took the initial complaints. Sounds to me like they'd issue you a civil citation and you'd have to prove that you DIDN'T have more than 49 people at a single gathering, and that you DIDN'T have up to 49 people at a gathering more than 3 times in a 40 day period. So where does the individual code enforcement official draw the line? Is a family gathering more than three times in a 40 day period grounds for issuing a citation, just because the neighbor who hates you calls them every time there's a car parked in the street in front of your house?
The simple answer is "No, you may not regulate the gathering of American citizens on private property as a function of any government, ever." Feel free to regulate public disturbance, sanitation, parking, whatever... But not "gatherings". That is completely out of bounds.![]()

Not to be one of those "First they came for the . . . " guys, but I don't even know 49 people, much less have occasion to invite them to my home.
