    Buying factory SBR and later swapping uppers, is this legal?

    Hey all, so living in Washington state where SBR's were just made legal I would love to pick one up, however as I understand the law I cannot build one myself but have to buy one factory built. I'm ok with this however once I have the stamp for that rifle would it be legal later down the line to swap the upper with another nfa upper? I would assume so but figure it would be worth asking the experts on here.

    Yes. You can put whatever length upper you want on a registered lower.

    The Form 1 will ask for a specified OAL, however no notification or anything else is required to put multiple different uppers on there. My honest answer is 'why the hell not', and no lawyer has misconstrued anything to make a legally enforceable policy that says otherwise.

    There won't be a Form 1 in his situation.

    Federal law allows you to use multiple uppers. You'll have to check with Washington law to see it it's legal there

    Interesting...so when the law was passed in Washington it doesn't allow someone to build an SBR? I wasn't aware of that fact.

    It is what I have been told by multiple people, however if this is not the case I would love for them to be proven wrong, as I went out and bought a new lower when I heard they were becoming legal. Granted now I just get to make another rifle. The law just went into effect a week or two ago so things are still new. Id love to go the route of building one myself if possible

    This is a text of the law in section 1 of RCW 9.41.190 it states a person may not manufacture, possess, blah, blah, blah an SBR, MG, etc... Below is the text now added to the RCW. So it would appear on it's face, that the law was poorly crafted and an individual may not manufacture an SBR.

    (2) It is not unlawful for a person to possess, transport, acquire, or transfer a short-barreled rifle that is legally registered and possessed, transported, acquired, or transferred in accordance with federal law.
