There are basically two camps. One that states what you did that a person cannon manufacturer.
The other camp is that individuals never manufacturer SBRs, but only make them. The ATF defines manufacturing as in the business of selling complete rifles and the Washington State never clearly defines manufacturer in the state laws concerning firearms. Since we have one federal definition, it is what I am going by. I submitted my form 1 a few weeks ago right before eForms went back online.

Interesting...they filed a form 1 or 4?
Form 1s are actually running ~35-40 days for those that filed after the system came back up. Form 4s don't look like they'll be added until at least early 2015.
You're only asked to notify the ATF with permanent changes, I.e., selling your 10.5" and going to 14.5" only.
Temporary changes are fine.
