Our country has been sending various industries to other countries to save money on the backs of American workers. Why not pay Mexico to house prisoners from the USA? I bet we could save money and maybe deter crime too. Jails and prisons are big business. The prison industry lobby would object vehemently, of course.

Worse, somebody clever would hold them right by the border, and then insist we pay even more than we currently are to keep those facilities actually secure. That's not a win, and adding any legitimacy to concerns over rendition practices is just total no-go.
