This time US Army HRC is not accepting volunteers for the drawdown the point being to keep the good ones and get rid of the low hanging fruit, guys with bad paper. So how did this low hanging fruit get company commands???

Everybody gets a command if they wait long enough.

The real turds just have to do it in TRADOC. Only difference.

HRC is always accepting "volunteers for drawdown."

The difference is that when you drop your REFRAD, it goes straight through now instead of coming back with a set of immediate orders to theater attached to it.

You actually don't have to do it now.

"Branch Qualifying" assignments are now called "Key Developmental" assignments... instead of "a successful command" you now can check that block with "a successful... advisor tour, division staff, weird hiding place, etc"

Yes... if we don't cut off these Captains and Majors now, you will have a Battalion Commander who never had a company.

(I'm sure it will still happen somewhere in the next 10 years)

An Officer can always resign, the difference is in the asking of particular year groups and offering incentives.
