Another vote you jump on the BCM deal.
thanks guys, I really appreciate the help. I plan on having a good target gun that I could possibly use as a varmint gun. I really like the bcm uppers but I live in NJ and need to find out if they will make them state compliant or if I need to find a gun smith to remove the bayonet lug and pin the compensator.
If this is first build you will save a lot of time and money by getting the upper assembled. The bcm is a good deal and complete from bcm cheaper than you could put together yourself after you buy all the pieces and tools to do it right. PSA has some great deals on quality uppers as well at a lower price point.
I have both and just punch paper on the occasional weekend so both are fine for my uses.
I highly recomend the best lower parts kit you can justify. The better kitts seem to assemble with less hassle. I've been using spikes lowers for the last 5-6 builds and the uppers vary in degrees of tightness.
If you want a perfect lower take your time, use lots of painters tape to cover you lower and buy a roll pin punch set for the roll pins. The hammer and needle nose approach will result in a marred finish. The rest of the lower can be assembled with household tools.

BCM 16" ELW kmr13, BCM stock kit and get a dd LPK---I think DSG has them on sale.
PSA uppers are not even on the same level of performance that the BCM uppers are. If you want an upper, then go with the BCM. You get 3x the weapon for less than twice the price. A blem 16" upper with BCG and comp for $400, PSA can't touch that price with the level of quality BCM offers.
Stay away from PSA.
If I were going to re-buy my first AR again with the knowledge I have now, especially with the current low prices and vast availability, I would buy a Colt 6920 or 6720. At under $1000 they are, in my opinion, the hottest deal going right now. They are built to mil-spec and are ready to roll right out of the box with no need to purchase iron sights. That being said, I do own several BCM products and they are also highly reccomended. Yes, BCM offers a wider variety of configurations, but it sounds like you are new to the AR15, so a basic rifle would definitely suit you best to start off with rather than trying to decide between a bunch of Gizmos you don't really even know about yet.
I'm building a 14.5" with a pinned FH. BCM upper, PSA Lower. For the money right now with getting the BCG for free, the BCM std uppers are the way to go. For a lower, just find something with the marks that you like and get a quality LPK and stock. I'm building mine with sling, 4 mags, for $750.And it's a fun process.

Well you guys have officially talked me into getting the bcm upper since I see that they will permanently mount the comp on the 14.5 which I need even if I do 16 since I live in NJ. Might do 16 if they will pin it for me.
