    dont know but i had to send copies of the submitted paper work with both

    That is quite odd. I'd find a different engraver.

    local nfa dealer and rose action sports on cutting sbs barrel. rose did a fantastic job cutting and threading for choke tubes ,only charged 75.00 and had it back in 5 days. so i cant complain about the odd request for papers .

    New to the NFA stuff so please forgive me for maybe a stupid question. If you're building an SBR why would you cut the barrel before you have the stamp of the all might ATF? Seems like asking for trouble for no apparent reason. As for the engrave before the stamp. Why would an engraver even question it. You're engraving a name and location on the thing. Is engraving a lower illegal without an SBR stamp?

    As for the OP. I see it as a way to hedge your bets.

    i'm trying to get it all done before stamp approval . imagine if you spend all the money for stamp and wait till after to mail off for engraving and ups send your package to purgatory never to be seen again?

    While this is wise it's not normal for a gunsmith to ask for approved paperwork to cut a barrel. This is a VERY common task and they're not violating any laws what-so-ever cutting a barrel down for you. The onus falls on you to have a registered SBR lower if you have a short barreled upper in your possession. If you do not then I would highly suggest you keep your new SBR upper in a buddy's safe as owning a regular lower and short barreled upper denotes intention in the eyes of the ATF which is as bad as having it actually on the lower. I've kept numerous short barreled uppers on my safe for friends while they wait on paperwork so I'm sure you won't have a problem finding someone local to do the same for you or maybe your dealer/gunsmith will even hold onto it for you in a personal safe or something.

    Just look at how much BS is caused by the ATF. Grown men scared about the timing to engrave or not to engrave. It's all horse shit. It's time to end the ATF.
