Read the documents! Both the one YOU posted, and the one, I posted. You'll see the addreses are exactly how the ATF told me who processes What. Now, should I believe a lier over the ATF, not by a long shot! Form 4's STAY IN ATLANTA!!! Form 1's STAY IN WV!!!

    So....

It seems like either: (correct me if I'm wrong)

My dealer sat on it, for whatever reason mistake or otherwise, if that's the case I should have been notified.

    Or:

The Atlanta nfa group sat on it, for whatever reason mistake or otherwise, in which case I would not expect to be notified.

Either way it's shi+ luck for me, receiving my first and only tax stamp will take one full year. I thought my wait was all but over, but I'll be waiting half as long more than I have I have currently. What a powerful disappointment.
I'm sorry you had to deal with a dealer who wasn't man enough to admit he lied, and was wrong for what he did. Hell, he could've at least offered you a box of ammo.

As I said early on in the thread, Form 4s go to GA simply for payment processing, although I have no idea why. Both my recent paper Form 1s and paper Form 4s (approved this year) have the same examiner. He's not driving back and forth from GA to WV to approve forms. They're all actually handled in WV.

The overall timeframe actually seems reasonable. The only odd piece of the puzzle is how long it took for the check to get cashed. The mailing to pending date is not unrealistic.

The other thing to realize is the Jan '15 estimate isn't realistic. In all probability, you'll see that can sometime between Halloween and Thanksgiving, if not sooner. There are some Jan-Mar paper forms already being approved.

WV was trying to deny me my 4 Form 1's in the 1st week of July 2014, that I submitted prior to my commie state changing it's laws on Oct.1'st last year. I told the HEAD examiner, "But my Form 4 was just approved in May, 2014!".
He SPECIFICALLY stated, "We have NOTHING to do with what THEY APPROVE IN ATLANTA! THEY APPROVE the Form 4's, WE APPROVE the Form 1's HERE in WV!" <~(In that tone of voice!).
Needless to say, I got them approved once my State Police called them to clarify OUR new Laws!

Went back and found all my corresponding emails with them, and the HEAD EXAMINERS name is in fact "Shawn Cook"! While Chason is his underling!

In WV that is! Now, I could go look at my Form 4 and pull the HEAD EXAMINERS name off of GA. That's if it's needed?

Just look at nfatracker.com and you can see the same examiner approving form 1's and form 4's, trust/corp and individual. I'm with BigWaylon on this one as I don't see examiners traveling between GA and WV just to process different forms.

As far as what you were told on the phone, I've called with the same question twice in the same day and got two different answers from the people answering the phone. It was a multi-part and forgot to get all the answers the first time

For the OP's situation, I would give the dealer the benefit of the doubt. He has nothing but speculation about any wrongdoing on the dealer's part. And we all know how well bloated bureaucracies work...

You mean you weren't persuaded by the overuse of CAPS and exclamation points?!!!!

From the source itself, current as of May 2014:

The NFA Branch’s address in Martinsburg, W.Va. for all correspondence EXCEPT Form 4's is:

Bureau of Alcohol, Tobacco, Firearms and Explosives
    National Firearms Act Branch
    244 Needy Road
    Martinsburg, West Virginia 25405

Important note: Form 4 applications must be sent to the BATF/Atlanta at the following address:

Bureau of Alcohol, Tobacco, Firearms and Explosives
    National Firearms Act Branch
    P.O. Box 530298
    Atlanta, GA 30353-0298

The Atlanta facility forwards the Form 4s to W.Va. for processing after the $200 transfer fee is deposited.

All other correspondence and phone contact should be made directly with the W. Va. branch.

    BATFE/W.Va. phone numbers:
    (304) 616-4500
    (304) 616-4501 (fax)
