"Short barrel" shotguns for Romania

Wonder why Romania had to buy shotguns from us? Seems that a shotgun would be something that could be obtained from one of their neighboring European countries.

This screams something to do with the missile defense radar installation in Romania. Unsure who is serving the force protection role for USN personnel and facilities, but host nation makes the most sense.
Correct me if folks know better.
