    Interesting suggestion. I could see this being feasible if the OP lives alone and has a place to drill using the SRK. Otherwise, a good quality ladder with the mentioned features is likely the best option.

    I would also consider one that is all metal, instead of the nylon straps. Being on the 3rd floor..if there is fire below you, then it could very well compromise the ladder as you are making your way past the 2nd floor. All metal would be my suggestion.
