it would depend on what you want to do. Do you want to take a common action and blue print it and true it up then get a good barrel and go from there? More info would be helpful. It might just be cheaper to buy a custom rifle from GAP, Surgeon, ect...

Now there you go.....but I would switch glass to a nightforce but that's just me.
I like nightforce scopes a lot but their reticle selection is what makes me prefer the vortex.
For custom rifles I would go with anything GA Precision. Here would be my choice = 3/8 MOA

The only bolt guns I am willing to use must significantly out-perform the current crop of .308 semi-autos.
This means precision at long range, which means a step up in caliber to something like .300 Win Mag or .338 Lap Mag.
I have good performance data with the Sako TRG-42, the PGW Timberwolf/C14, and the AI AX338. I know of early adoption issues with the AI L115A3, but it seems to be worked out.
While not technically "custom" rifles, the associated cost and performance puts them right up there. Some work might pull a little more precision or individual fit, but it would take a lot to improve over the them as from factory.
You shouldn't expect much from any factory Remington rifles anymore.
Without handloading* I have three that are 1 MOA(at mag length with just charge changes) rifles to 500 on hand loads. I'm sure once I get the time to mess with them and use fire formed brass they'll tighten up. there is really no reason for a big magnum if you plan on shooting a lot.
