Edit, I read the question wrong.
I've heard of both ways getting approved. Many people seem to report getting kicked back forms when they don't list a specific a specific length, but on occasion one seems to slip through with "less than 16" " or something like that.
I would contact the NFA Technical branch to be sure.
Most will suggest listing a permanent bbl and OAL length and adding others as an 'other' configuration under section 4h.

Pick a Barrel length, an overall length, and a caliber.
The "less than" nonsense is starting to get kicked back. They already know it's less than 16" or they wouldn't be looking at your application.
