But am I going to get 2700 fps out of it, keeping under moa?

I maxed it out on the published data, and came in right around 2700 and got a 5 shot sub-MOA grouping. Three rounds were touching. Never able to duplicate that grouping, but that's probably more on me/my set up than the load it's self. RL-15 has been extremely accurate in my experience.

I'm beginning to regret buying 2# today, considering reading of it's temp sensitivity. I'm hoping for a bit more accuracy than TAC, and thought I'd give it a try...

BL-C(2) is temp sensitive too and I shoot max. 5.56 loads from 50 to 100 degrees with no pressure issues, sometimes through the chronograph too. One big tip is not to let the ammo sit in the direct sun which something I avoid with all ammo.
