For the USA the idea of containment off shore could work. Millions cant make it across the ocean unless you allow it. For the EU they would need to make it deadly to try and get in.

A couple of weeks ago, NPR interviewed a refugee from Syria living in the US. He jumped a boat to Central America, then walked and hitchhiked his way up through Mexico and into the US, whereupon he promptly turned himself in to CBP and asked for asylum. Spent something like six months in CBP detention while waiting for his papers to clear. Sounded like there's getting to be a small community of Syrian 'fugees in whatever border state he had landed in (AZ or TX, IIRC), refugees who weren't imported but came themselves.
