You don't have to prove they received it. I'd bet a majority of them go straight in the trash. You simply document the who/when/where of sending it.

Certified mail with return receipt is considered proof of mailing for most other legal/govt/tax documents so that's the route I'll probably take going forward.

That's also the route I've taken on my type 03 ffl notification requirement in the past.

If you have proof they got it that's about all that can be reasonably expected. Not like you can control what they do with it.
