Why can't I reply?

I am trying to reply to an add in the Equipment Exchange and I am not allowed to. I have been posting and replying to this forum for years and I'm not sure what the issue is. I sent the seller a PM which seemed to go through and I wanted to let him know that a PM was sent. What's going on? Thanks
