Not sure if the OP has been in contact with BCM so in any case here is the answer.
That’s salt from the nitride process. It is common and can easily be eliminated by cleaning and coating with a little CLP.

No no no. Cleaning and lubricating weapons is nonsense. Just look at all the posts on here where guys never clean their weapons, almost as if they consider cleaning a rifle to be some sort of sin or at least totally un-cool. I mean how are they going to be able to operate if they have to maintain their rifle? Ain't nobody got time fo'dat!
Plus if they were to clean and lubricate their rifle, it wouldn't show as much patina off to other shooters. Without obvious signs of high round count on the gun, how will the super tactical operator bad ass show his status off to the fuds?
While your advice is completely sound, and will most likely work 100% of the time; don't be surprised if it is met with howls of outrage at the notion cleaning a weapon is necessary.
I blame this on the sensitivity in this community to the old myths that the AR platform won't work unless spotlessly clean. So we make it a point to disprove it at all times, even when it makes no sense to treat the rifle that way.
