Thank you Auto-X Fil. The list of parts in spreadsheet form is definitely what I'm looking for. My budget is far from unlimited, but I didn't want a bunch of responses from guys using parts just because they are cheap. I want to use quality parts with a proven track record. I'm new to custom building M16/M4 platform rifles and wanted to get an idea of what to use.

Hmm for 10K i'd take a Scar 16s, chop it to 10.5" and add the KDG SAS Stock and other KDG goodies, Geissele Super Scar Trigger, (insert favorite 5.56 suppressor here), Razor 1-6x HD in a Bobro mount, and because I cant think of another $4K lets add some thermal optics as well.
Oh wait this is in the custom AR section...

If you have $10k sitting right now in cash and your intention is to spend it on an AR, I'd probably save just a bit more and purchase a FA lower. Original Colts go for $20k but you can find off brand FA lowers for far less. The lowers themselves hold their value pretty well (and increase). It'd represet an outstanding base that you could use for any build and the rest of the parts you can do slowly over time.
That said, if FA has no appeal to you and you'd like to just build a semi AR in a 10~ length I'd highly recommend building a clone of the modern CQBR that our SOF are issued. It's an incredibly functional gun, fairly lightweight, and has some really great history behind it.
It's 10.3", not 10.5", but barrel options are pretty wide open. A lot of the parts can be hard to source but that's half the fun is tracking them down.
