Unable to reply to threads on the exchange forum and upload photos

I am unable to reply to any thread in the exchange forum or upload photos, any help or advice,

On the top of every subforum in EE is a sticky stating the rules & procedures with regards to EE. Within there, you will see that it states that all members are locked out from responding to someone else's ads. Only the OP of the ad can 'reply' to their own ad.
