Ring height is usually measured from the top of the base (the top of the mount or rail or whatever your ring is attached to) to the bottom of the ring's scope tube. When you're shopping for rings, it helps to check out a place such as Midway or Brownells. For example at Midway, when you're looking at the detailed description for a particular type of ring, they will usually give you a link to a "Ring Height guide", which tells you for that type of ring how tall the "medium" or "low" or "high" variety really is.
