Thanks for advice, everybody, I actually got a solution out of it.
Yes, it has. ATF's Firearms Tech Branch even wrote an opinion letter to Colt on the issue, it's out there floating around and I have a copy of it. That's why many semiauto Colt guns come with M16 bolt carriers.
People overthink the machinegun issue. It's real simple. If the gun or the gun plus the parts you have laying around (if you installed them) go BANG more than once with you press the trigger once, it's a machinegun. If not, it's not.
The guy who I assume you're talking about had a LOT more than just a M16 carrier in his gun, and his gun did in fact go bang more than once. It not only went bang more than once when the ATF tested it, it also went bang more than once when they guy who borrowed it used it - which is how the gun (and its owner) were brought to the attention of LE to begin with.
This full-auto BCG thing should be turned into a short Zombie flick. Every time it is dead and buried it arises from the ashes again to harass us.
And yes, if it is the same ass clown he knowingly put full-auto parts in the weapon and then let someone else use it a public range. Can you say STUPID!
