"Every step we take towards making the State our Caretaker of our lives, by that much we move toward making the State our Master." Dwight D. Eisenhower
I personally prefer the look of a 15" skinny rail like the NSR or KMR but with wider rails like the Gieselle SMRs, I prefer the 13".
“I predict future happiness for Americans, if they can prevent the government from wasting the labors of the people under the pretense of taking care of them.”
Thomas Jefferson
I prefer a 13 inch rail mainly because I have short arms. I do like how a 15 inch rail looks though.
Depends on what the intended use is. If you're using irons for any kind of precision, then the additional 2" of sight radius can and will make a difference. If you're using optics, then it's moot.
As to arm length, just because you have the additional handguard length, doesn't mean you can use it. If your support hand is already extended with a 13" handguard, the 15" isn't going to change that. Frankly, after hanging lights, optics, etc., on their rifle, anyone that claims they can feel the weight difference of 2" of extruded aluminum in a slim keymod rail is probably in need of PT.
In the end, it's your rifle, do what you want.
For my next upper I'll get the 13" because it leaves enough space for a barrel mounted front sight. I'll probably install a A2 FSB, which would turn a regular 16" middy into a nice dissipator carbine.
I somehow missed something that read very differently when I first posted. Please Disregard.

Reviving an old thread as it's the most relevant to my question.
Setting up a new 16" barreled upper. It's my first 16" free float. All my others are SBR's with nearly full length hand guards or simple magpul hand guards using fixed front sights and no lights, so this is new territory for me.
The setup I am going to use will include a surefire x300 at the 12 o-clock position. I am OK with a 13" rail but could go 15" if necessary. My question is light blockage. Using the 13" rail with a standard flash hider (no suppressor), how much light is blocked by the barrel vs a 15" rail?
If anyone has a similar setup and doesn't mind posting an image with the light on, it would be appreciated!
